EUR0C0NTR0L's Environment Unit is supporting this Flight Efficiency Plan through managing the CDA project and providing material on how ATM
operational improvements can save fuel. Indeed, co-operation with CANS0 has been a particular feature of work during the last 18 months, CANS0 having been particularly supportive of the Agency's approach to implementing CDA.
The Unit has now launched a CDA implementation support team that is
 
working with IATA, the European Regions Airline Association, Air Navigation Service Providers and airport operators to identify airports at which CDA can be implemented or potentially introduced. At least 40 airports in 23 States have been identified so far.
0n 17 September 2008, the Agency held an ATM environment stakeholder consultation meeting at which it described progress on three of its envi¬ronment models: the Advanced Emis¬sions Model, the Airport Local Air Quality model, and the System for Airport Noise Exposure Studies - respectively looking at greenhouse gas emissions, local air quality

methodologies
users will be able to
calculate aviation
emissions for
aircraft in Europe
and (regional) noise. They are considered important pieces in the European jigsaw of aviation environment models being progressed through the European Civil Aviation Conference.
The work is carried out in the context of the studies being undertaken by ICA0's Committee for Aviation Envi¬ronmental Protection (CAEP). 0nce endorsed by CAEP, they will provide the basis for a robust set of internationally accepted models to support the envi¬ronmental assessments of any potential future ATM developments.

Another EUR0C0NTR0L Environment activity will provide companies with the means to monitor and report on the environmental impact of the aircraft they operate - a key requirement under forthcoming emissions-trading regula¬tions, which call for operators to begin reporting on the emissions of their aircraft from mid-2009.
Using EUR0C0NTR0L's new PAG0DA portal, they will have access to envi¬ronmental information generated from the analysis of years of data gathered by EUR0C0NTR0L from its Central Flow Management Unit, the Central Route Charges 0ffi ce and the Central 0ffi ce for Delay Analysis, providing a com¬prehensive, reliable and unique source of information for all IFR and General Aviation traffic.
Using accepted methodologies such as the Advanced Emissions Model, users will also be able to calculate aviation fuel burn and emissions for aircraft operat¬ing in Europe. The Advanced Emissions Model is on track to be recognised by ICA0 in 2009 as a recommended means of assessing both the fuel and emissions impact of air traffic operations.
EUR0C0NTR0L is already working with the European Business Aviation Associa¬tion (EBAA) to help its members prepare for the 2012 introduction of emissions trading in Europe. Two European opera¬tors agreed to support a pilot scheme under which fuel-burn and performance data is being used to calculate the emissions of the aircraft they operate. A non-profit organisation is being set up by EBAA that will gather and process data from its members and remove some of the compliance burden from business aircraft operators.
