The results of the work conducted
so far on key performance indicators
in the context of SAFREP are
expected to be presented at the
next EUROCONTROL Provisional
Council meeting in December
2009. This work may provide a relevant
input to the development of
safety performance targets within
SES II.
The safety part of the performance
scheme could also provide an independent
check that achieved safety
levels are maintained and where
possible increased, i.e. that the
overall safety outcome from the set
of safety rules, oversight and certification,
ANS provision, aerodromes
and air operation arrangements
does not decrease, and if possible
improves.
Safety pillar and the SESAR
ATM Master Plan
Over recent years, there has been a
growing awareness within the aviation
community at large that the results
of research and
development could
be more effectively
used, notably to
steer industrial improvements,
to support
decision-making
and to contribute
validated inputs to
the development of
specifications, international
and European
standards and
even rules such as SES Implementing
Rules. Clearly, the SESAR Definition
Phase helped a lot in further raising
such awareness.
To be able to meet these more explicit
expectations, R&D must be structured
in a way which not only delivers mature
specifications for technical and operational
improvements, but also provides
robust justifications and evidence that
such technical and operational improvements
have been designed and
specified as “fit-for-purpose”.
One of the roles of the SESAR ATM
Master Plan is to strengthen and
where necessary introduce a performance-
driven approach to the future
European ATM system, both at system
development and operations level.
Fitness-for-purpose is therefore often
further qualified in that context in
terms of performance criteria. Since
safety is one of the performance drivers
of the SESAR ATM concept, the
operational and technical specifications3
which will result from the SESAR
Development Phase will need to have
been assessed as “safe in principle”, or
“safe by design” by the SESAR JU.
The performance management
scheme adopted in SESAR relies on
the application of a lifecycle-based
approach for the development and
application of
ATM changes.

The way ahead
The implementation of the safety pillar of SES II will need cooperative work with all
relevant parties over the coming period, so as to ensure a smooth and safe transition
from existing ATM safety regulatory requirements, a well articulated interface with the
SES performance scheme, the airspace and interoperability regulations, as well as with
