EUROCONTROL has, over recent years, gained experience in ATM safety regulation and
management and in performance reviews, as well as providing technical support to
the implementation of the Single European Sky. EUROCONTROL will therefore contribute
its expertise and experience in order to respond to the needs of the European Commission,
EASA, States, including the military, and National Safety Authorities.
Last but not least, the NSAs will have an essential part to play in this, considering the
evolution of their role under SES II. In that sense, the recent decision by the Single Sky
Committee to establish an NSA platform to coordinate and contribute to SES implementation
is a significant step forward. n
evidence-gathering onto a set of lifecycle
stages from design onwards (V0
to V6) with, in particular, clear criteria
for safety maturity. Mapping safetyassurance
activities, driven by a safety
argument based on the system lifecycle,
to the phases of the E-OCVM provides
a means to justify the safety of
the SESAR concept of operations and
implementation packages with a level
of rigour commensurate with each
stage of the lifecycle. It is anticipated
that the early stages will concentrate
on the safety implications of the concept
based on the operational services
and environment definition (OSED). As
work progresses towards deployment
and operation, work will refocus on
system development issues, while taking
account of safety questions arising
during the concept work.
SES II does not require any explicit safety
regulatory involvement in overseeing
the early stages of the ATM lifecycle,
such as the R&D activities conducted
under the umbrella of the SESAR ATM
Master Plan. However, no-one now
questions the need for an early safety
regulatory involvement in the SESAR
activities. The main objectives are to
allow the relevant safety authorities,
which will have the ultimate responsibility
of approving the implementation
of new ANS/ATM developments, to be
aware of ongoing developments, to
confirm that the validation and safety
activities being conducted during the
ATM lifecycle will be sufficient from a
safety regulatory perspective, and to
anticipate potential safety regulatory
issues early enough.
Discussions are ongoing to establish
such a safety regulatory interface,
involving EASA and NSAs coordinating
their views, at least to start with,
through the EUROCONTROL Safety
Regulation Commission (SRC).
Overall, the establishment of an
effective safety regulatory interface is
essential to maximise the chances of
R&D results being given some credit
when safety authorities exercise their
approval and certification responsibilities
at the time of implementation.
SES airspace and
interoperability regulations
The specifications produced by the
SESAR JU to support the deployment
of the SESAR ATM concept and implementation
packages will represent
an essential contribution and foundation
to the subsequent production
of international and European
Standards, as well as SES Community
Specifications and Implementing
Rules, when deemed necessary.
More generally, the SES II includes
several ATM regulatory functions
such as (although not exclusively)
interoperability and the management
of air traffic flows and airspace.
All these areas contain safety aspects
which need to be properly addressed.
Therefore, when regulating
on these subjects, Member States
and the Commission, technically
supported by EUROCONTROL, will
need to ensure proper coverage of
such safety aspects by means of appropriate
coordination with national
safety authorities, the military and
EASA.
In some cases, a need for some form
of operational monitoring, often in
real time and independent from service
provision will also be required
to monitor continuous compliance
with required equipage and agreed
interoperability specifications, and
to detect anomalies which have the
potential to affect the performance
of the European ATM network. Since
this data will primarily meet operational
needs, it is expected that this
activity would be conducted independently
of the safety authorities
but that the data collected would
contribute useful inputs to the safety
regulatory system.
